REACH – Norwegian position on EUs new chemicals legislation

As a part of the European Economic Area (EEA), Norway takes over all EU legislation in the chemicals field. Norway also participates actively in the current Commission expert work in this field.

15/02/2006 :: As the European Parliament actually is speeding up its first reading work, Norway has sent its position on REACH to the rapporteur Guido Sacconi.

Norway suggests significant improvements through five specific changes:

1) early registration of substances of the highest concern, included substances in smaller volumes (i.e. PBT, CMR, endocrine disrupters and some heavy metals);

2) incorporation of the concept of “duty of care” for the industry;

 3) no authorisation for substances of highest concern if safer alternatives are available;

4) better links between REACH and related legislation (i.e. worker’s environment, waste);

5) more harmonised classification of substances.
